Rationale for moving the capital[edit]
“The city’s origins are clouded in rumour and speculation. Some describe it as a vanity project of Than Shwe, the former military leader of the country”.[12] Naypyidaw is more centrally located than the old capital, Yangon. It is also a transportation hub located adjacent to the Shan, Kayah, and Kayin states. It was felt by governmental and military leaders that a stronger military and governmental presence nearby might provide stability to those chronically turbulent regions.[13] The official explanation for moving the capital was that Yangon had become too congested and crowded with little room for future expansion of government offices.[3]

Some Western diplomats[who?] speculated that the government were concerned with the possibility of foreign attack, as Yangon is on the coast and therefore vulnerable to an amphibious invasion.[14][15] The popular belief among the Burmese is that a warning about foreign attack was delivered to the military chief by an astrologer.[16] Indian journalist Siddharth Varadarajan, who visited Naypyidaw in January 2007, described the vastness of the new capital as “the ultimate insurance against regime change, a masterpiece of urban planning designed to defeat any putative “colour revolution” – not by tanks and water cannons, but by geometry and cartography”.[17]

Naypyidaw is not the only “politically-motivated” city-built-from-scratch. In its creation by authoritarian master-planners, it contains echoes of other settlements such as Astana in Kazakhstan, Oyala in Equatorial Guinea, or the bizarre Gbadolite development of Mobutu Sese Seko, former dictator of what is now the Democratic Republic of Congo. Burma itself has a long history of moving the capital around the country: Mandalay, its last royal capital, on the east bank of the Irrawaddy river, was built by King Mindon in the late 19th century.

Naypyidaw is laid out in large unwieldy “zones” – hotels; government buildings; officials’ residences; the military compound (ringed by imposing metal fences and soldiers) – making it very hard to work out where the centre of the city actually lies. This, too, was perhaps intentional: there is no natural Tahrir Square-style public place in which to congregate. One Indian journalist who visited the city described it as “dictatorship by cartography”.

The Burmese capital was moved from Yangon (Rangoon) to Naypyidaw, inexplicably, about a decade ago
Despite multi-million dollar efforts to build up the city, foreigners are not keen to visit and locals refuse to relocate
The official numbers reveal a population of 924,000, but rarely have people been photographed walking outside
